– George Osborne has been urged by the Scottish government to make an “early commitment” to transfer more powers over tax to Holyrood. Deputy First Minister John Swinney also called for the chancellor to increase capital investment in Scotland. And he said the minimum wage should be raised by at least the rate of inflation. He was speaking ahead of Mr Osborne’s Autumn Statement, which will be outlined on Wednesday.
